Japan-Ukraine Joint Projects in the 1990s

Assistance in Establishing the State’s System of Accounting for and Control of Nuclear Material and the Physical Protection System (Apr. 1995 – Apr. 2000)

Japan extended the following assistance to Ukraine in establishing the state safeguards system and physical protection of the facilities based on the IAEA Coordinated Technical Support Plan.

(1) The Ministry of Environmental Protection and Nuclear Safety (MEPNS) and the State Science and Technical Center on Nuclear and Radiation (SSTC)

Major equipment provided:

  • – Survey meter for radiation control
  • – Nondestructive measuring device (alpha-ray spectrometer)

(2) Kiev Institute of Nuclear Research (KINR)

Major equipment provided:

  • – Survey meter for radiation control

(3) Kharkiv Institute of Physics and Technology (KIPT)

Major equipment provided:

  • – Survey meter for radiation control
  • – Nondestructive measuring device (Multi-channel analyzer, inspector system, etc.)
  • – Radiation monitoring equipment (Hand-foot-cloth monitor, etc.)

(4) Improvement of the physical protection system of the Kharkiv Institute of Physics and Technology

Major equipment provided:

  • – Microwave sensor to bolster the protection system of the protected area (approximately 4 kilometer radius)
  • – Innovative system consisting of equipment such as a CCTV camera

Provision of Medical Equipment to the Military Hospitals of the Ministry of Defense (Nov. 1994 – June 2001)

(1)  Japan supplied Ukraine with medical equipment in four installments: the first supply concluded in May 1997; the second in August 1998; the third in April 2000; and the fourth in June 2001.

(2)  Major supplies were: for the first and the second installment, MRI (magnetic resonance imaging) scanner system, ultrasound scanners, x-ray diagnostic system, endoscopes, artificial pulmonary ventilation system, dosimeters, detectors, toxic gas meters, etc.; for the third installment, chemical reagents, spare parts, magnetic MRI scanner system, cobalt unit upgrade, and maintenance of x-ray machines; for the fourth installment, endoscope washers, stress-test system with ECG, dental scalers, and dental x-ray units.

(3)  The equipment was provided to 21 military hospitals of the Ministry of Defense. It has been used for the treatment of people who participated in the disposal operations of intercontinental ballistic missiles (ICBM) or the dismantlement work of the Chernobyl Nuclear Power Plant in the early to mid-1990’s.
